This is a re-procurement of an existing service, originally established in 2009 by Scarborough District Council as a rolling contract for the provision of Beach Lifeguard Services.
The current provision has been delivered effectively by the incumbent, with services operating successfully to support public safety.
However, the existing arrangements require updating to reflect changes in local authority governance, current legislative and procurement requirements, and evolving operational needs.
Following the publication of a Request for Information (RFI) no expressions of interest were received from any other perspective supplier therefore a decision is required to Direct Award the contract to the Royal National Lifeboat Institution (RNLI) for a period of 5 years with an option to extend for a further 5 years should both parties agree.

To seek approval for the procurement of gym and cycle equipment and associated maintenance services to support Active North Yorkshire’s leisure and wellbeing provision across 17 hubs. This includes £3m FFE (Fixtures, Fittings and Equipment) investment into new gym equipment as agreed at Cabinet in November 2025 alongside the circa. £36m leisure investment planned at hubs in Selby, Skipton, Whitby and Pickering.
The procurement will cover the supply, delivery, and installation of gym and studio equipment, along with ongoing maintenance and technical support.
Approval is required to proceed with the procurement and implementation of the gym equipment and maintenance solution.

Director of Public Health Annual Report 2025-26

The Director of Public Health Annual Report is an independent report on the health of the local population. The Director of Public Health has a duty to write an annual report, whereas the local authority’s duty is to publish it. The focus of this year’s report is on the importance of ‘getting people moving more’ and how Public Health and partners are working to provide opportunities for and access to healthy movement. The Executive committee will be asked to consider and note the report.

 

The report includes reflections on engagement already undertaken with a wide range of stakeholder groups.

The report will be shared with HAS leadership teams, Executive Portfolio Holder and Management Board for comment as it progresses, and to the Health and Wellbeing Board, Scrutiny of Health Committee and Care and Independence Overview & Scrutiny Committee for information following Executive.
